President Clinton's Executive Order has no teeth and EPA is extremely limited in adjudicating discrimination cases based on disproportionate impact (intent). That is why we have drafted the Environmental Justice Act of 2010 (Google it) to give EPA the authority it needs to effectively address environmental justice.
