Parren J. Mitchell, right, died on May 28 after a long and great life. The Baltimore, Maryland congressman was a founding member of the Congressional Black Caucus (CBC) and a champion of minority participation in federal contracts. He served as chairman of the House Small Business Committee and after leaving Congress served as chairman of the Minority Business Enterprise Legal Defense and Education Fund.Conference organizer and EPA employee M.
